Keeping the Nation’s Roadways Safe

The Clearinghouse is a secure online database that gives employers, the Federal Motor Carrier Safety Administration (FMCSA), State Driver Licensing Agencies (SDLAs), and State law enforcement personnel real-time information about commercial driver’s license (CDL) and commercial learner’s permit (CLP) holders’ drug and alcohol program violations. An act of Congress directed the Secretary of Transportation to establish the Clearinghouse in an effort to make our nation’s roadways safer. It provides the tools necessary to identify drivers who have violated the DOT drug and alcohol testing requirements and therefore are prohibited from performing safety-sensitive duty. Drivers with a violation enter into the DOT return-to-duty process to get back to work safely.
