NASAP Clearance & Compliance
The North American Substance Abuse Program (NASAP) is widely used in industries like PHMSA-regulated pipeline operations to maintain a drug-free workplace. Employees who fail a drug or alcohol test under NASAP rules must complete any required return-to-work process utilizing a Substance Abuse Professional (SAP), rehabilitation and lockout period before gaining NASAP clearance and being eligible to work on NASAP-compliant sites. Approved Third-party administrators (TPAs), such as DISA, Inc. and First Advantage Corporation, manage NASAP’s compliance, ensuring that employers and employees adhere to program guidelines. NASAP approved TPAs also maintain status information on the NASAP database for employees.

- What does it mean to have a “lock out” or “red flag”?
A lock out or red flag can be based on a DISA drug testing or alcohol violation in an employee’s record, preventing them from working on a particular job site until they complete a return-to-work process with a SAP. - How can I clear a NASAP lock out or red flag?
An employee will be told which approved NASAP TPA, First Advantage / DISA, etc., is handling the management of their lock out status on the NASAP database. That TPA will indicate when the NASAP drug and/or alcohol violation occurred. Then an employee must complete an evaluation with a Substance Abuse Professional (SAP), follow the recommended treatment plan, and complete return-to-duty (RTD) testing, followed by ongoing follow-up testing as required. - What is the difference between a DISA clearance and NASAP clearance?
DISA clearance or a NASAP clearance is a lock out or red flag in the NASAP database requiring the support of a SAP and the return-to-work program. This clearance is specific to job sites that follow NASAP guidelines. Employees must meet NASAP requirements before being eligible for NASAP-compliant worksites.
- What does “locked out” mean in NASAP?
Being locked out in the NASAP database means that an employee is restricted from working due to a failed drug or alcohol test or NASAP drug or alcohol violation, pending the completion of the return-to-work and/or rehabilitation requirements.
- How does PHMSA regulation impact NASAP compliance?
For Department of Transportation (DOT) safety-sensitive covered employees under PHMSA (Pipeline and Hazardous Materials Safety Administration), DOT drug and alcohol testing regulations apply. Workers with violations must complete a DOT return-to-duty process with a DOT qualified SAP program. An employee may also have a NASAP restrictions or be locked out.
