Laura Lacey Dashner, LCSW
Chief Executive Officer and President
Ms. Dashner serves as the CEO and President of ASAP. Ms. Dashner started with ASAP in August of 2003 after receiving her MSW from the University of Maryland with a specialization in EAP studies. As a licensed social worker, she is an experienced DOT qualified Substance Abuse Professional and NRC qualified Substance Abuse Expert. Ms. Dashner has worked closely with DOT regulated client companies, NRC nuclear licensees and EAPs in a wide variety of fields to implement effective substance use risk management programs. As a recognized expert in her field, Ms. Dashner has developed and facilitated DOT SAP qualification trainings, SAP and SAE continuing education classes and other presentations related to the industry for organizations such as the Substance Abuse Program Administrators Association (SAPAA) Annual Conference, the Texas Association of Addiction Professionals, the Employee Assistance Professionals Association (EAPA) SBIRT Webinar Series , the Chesapeake Chapter of EAPA, the Cape Cod Symposium on Addictive Disorders and the Drug and Alcohol Testing Industry Association (DATIA) Annual Conference.
Nicole Hanratty, CEAP, SAP, SAE, C-DERT

Ms. Hanratty started at ASAP in 2003 after receiving her Master’s in counseling and holds her Certified Employee Assistance Professional (CEAP) certification. Ms. Hanratty started with ASAP as the Clinical Manager of Provider Relations and now leads all ASAP Clinical and Operations staff. She is a DOT qualified Substance Abuse Professional (SAP), NRC qualified Substance Abuse Expert (SAE) and Certified Designated Employee Representative Trainer (C-DERT.) Ms. Hanratty frequently presents at industry events such as; EAPA Chesapeake Chapter, Cape Cod Symposium on Addictive Disorders, Employee Assistance Professionals Association (EAPA) and Substance Abuse Program Administrators (SAPAA). Since 2016, Ms. Hanratty has served as the Secretary of the EAPA Chesapeake Chapter and is current president for 2022. She specializes in DOT regulations working in the industry supporting Employers and SAPs on compliance and regulatory guidance.
Sandra Serrano
Chief Development Officer
Ms. Serrano started with ASAP in May of 2013. She comes to ASAP with 25 years of customer service and account management experience. Ms. Serrano has over 18 years of experience in substance risk management, testing program management, and software and product development. She has a Bachelor’s degree in Business Management. Ms. Serrano works closely with safety-sensitive employers, third party administrators and employee assistance programs, building partnerships that meet drug-free workplace needs and ensures regulatory and policy compliance. She is an active member of the Substance Abuse Program Administrators Association (SAPAA), National Drug & Alcohol Screening Association (NDASA) and the Drug and Alcohol Testing Industry Association (DATIA), staying abreast of industry changes. She is the President for SAPAA for 2021, serving on the SAPAA Board of Directors since 2016, as well as, the Regulatory Committee, Conference Committee and Membership Committee. Ms. Serrano manages the Business Development Division for the organization including; Marketing, Sales, Account Management, Product Implementation and Special Projects.
Reed A. Morrison, Ph.D.
Founder, Research and Clinical Consultant
Dr. Morrison founded ASAP in 1997 and served as President and CEO from 1997-2017. His current role is Research and Clinical Consultant. Dr. Morrison is a licensed psychologist and specialist in substance abuse evaluation and treatment. He holds the American Psychological Association’s Certificate of Proficiency in the Treatment of Alcohol and Other Psychoactive Substances. and the American Academy of Healthcare Providers in the Addictive Disorders’ Certified Addiction Specialist (CAS) credential. Dr. Morrison is a qualified DOT Substance Abuse Professional (SAP) and a qualified NRC Substance Abuse Expert (SAE). He is a member of APA Division 50 Society of Addiction Psychology. His publications have appeared in the Journal of Translational Issues in Psychological Science, Journal of Employee Assistance, Addiction Professional, DATIA Focus, Journal of Orthopaedic Nursing, Alcoholism Treatment Quarterly, International Journal of Transpersonal Studies, Association for the Study of Dreams Newsletter, Alcoholism and Spirituality, Humanistic Psychology Institute Review and Proceedings of the Seventh Annual Conference of the American Art Therapy Association.
