A DOT-qualified Substance Abuse Professional (SAP) is a licensed or certified professional who evaluates employees who have violated DOT drug and alcohol regulations. They guide these individuals through the RTD process, helping determine when it’s safe for them to return to DOT safety-sensitive work.
A DOT SAP is required when a DOT-covered employee (such as commercial drivers, pilots/aviation, rail, transit or pipeline workers) violates drug or alcohol testing rules. If you failed or refused a DOT drug or alcohol test, you must see a qualified DOT SAP before returning to any DOT safety-sensitive job and complete the SAP portion of the RTD process.
Only professionals with specific credentials in good standing with their accrediting board—like a licensed social workers, psychologists, or certified employee assistance professionals—can become qualified DOT SAP under §40.281. They must possess knowledge and training of the regulations, have clinical experience in substance use disorders, pass an exam, and maintain continuing educations development hours to stay complaint.
You can’t return to work in a DOT-regulated position unless a DOT-qualified SAP guides you through the official Return-to-Duty (RTD) process.
